New York is where the black car was invented and where it still runs at the largest scale in the world. Tens of thousands of licensed for-hire vehicles serve the city, from the bases that dispatch the banks' cars at 5 am to the operators that run the airport meet-and-greets, and the regulatory framework that governs them - the Taxi and Limousine Commission - is the model most other cities copied. For a visitor the practical questions are simpler: which airport, how long to Manhattan, what does it cost, and how do you get a real black car rather than an app with a nicer icon. This guide answers them.

A New York black car is a TLC-licensed, pre-booked sedan or SUV with a professional chauffeur, charged at a fixed fare. From JFK to Manhattan expect US$140-230 in a sedan; from LaGuardia US$110-180; from Newark US$150-240; hourly hire runs US$140-260 with a two-hour minimum. The chauffeur meets you in the arrivals hall with a name board, tracks the flight, and the fare includes tolls and gratuity. Book on the black car service page; New York is on the destinations page.

Three airports, three different arrivals

JFK is the international gateway, in Queens, with six active terminals arranged around a loop road and connected by the AirTrain. International arrivals clear customs on the ground floor of their terminal and exit into a public hall where pre-arranged chauffeurs wait with name boards; the airport's own ground transportation guidance describes the designated areas. Terminal 4 (Delta and most foreign carriers) and Terminal 1 have the longest customs queues in the afternoon arrival bank; the waiting allowance covers it. The drive to Midtown is 50-75 minutes off-peak via the Van Wyck and the Long Island Expressway or the Belt Parkway, and 75-110 minutes in the evening peak.

LaGuardia, also in Queens, is the domestic airport, entirely rebuilt over the last decade into two large terminals (B and C) with a much better road layout than the old one. Chauffeurs meet at the arrivals level; the drive to Midtown is 30-45 minutes off-peak and 45-75 in the peak via the Grand Central Parkway and the Queens-Midtown Tunnel or the Queensboro Bridge. It is the airport for the domestic business traveller and the shortest transfer of the three.

Newark Liberty is across the Hudson in New Jersey, with three terminals (A, B and C) and heavy United traffic, including many international flights. The drive to Midtown is 40-60 minutes off-peak via the New Jersey Turnpike and the Lincoln Tunnel, and 60-100 in the peak; the Holland Tunnel serves Downtown. Newark pickups by New York-licensed vehicles are permitted for pre-arranged trips, and the reverse is true for New Jersey-licensed ones; the operator handles the reciprocity.

Dispatch confirms the terminal from the flight number, which matters at JFK in particular, where six terminals are spread around a loop.

Manhattan drive times and the grid

Once in Manhattan, the geography is simple and the traffic is not. Midtown to Downtown (the Financial District) is 20-40 minutes depending on the hour; Midtown to the Upper East or West Side is 15-30; crosstown is slower than uptown-downtown at almost any hour. The chauffeur's value is knowing which avenue is moving, which cross street is closed for a film shoot, and which hotel's forecourt is blocked by a delivery. A fixed fare within Manhattan is usually a minimum-charge transfer; for a day of meetings, hourly hire with the chauffeur staying with you is the better product, and the hourly chauffeur service page explains how the clock runs. Congestion pricing for vehicles entering Manhattan below 60th Street is charged as a toll and is included in transfer fares.

What it costs

New York is at the top of the North American band, and the numbers below are for licensed operators with commercial insurance, not app estimates.

Fares include tolls (the tunnels and bridges are expensive), airport fees, congestion pricing where applicable, and gratuity, which in New York is customary and included. Late-night pickups between 11 pm and 6 am carry a supplement. The regional picture is in how much does a limo cost, and the general fare bands are in the chauffeur cost guide.

The TLC, and why it matters to you

The New York City Taxi and Limousine Commission licenses every for-hire vehicle and driver in the five boroughs, including the black cars, the app cars and the yellow cabs. A black car base is a licensed business that dispatches pre-arranged trips to affiliated, TLC-licensed vehicles with TLC-licensed drivers who have passed background checks, drug tests and a defensive-driving course. The vehicle carries TLC plates and commercial insurance at the levels the city requires. This is the regime that the black car service explainer describes in general terms, and in New York it is unusually strict and unusually visible: the TLC plate is on the back of the car, and the driver's licence is displayed inside.

App cars in New York are also TLC-licensed, which makes the city one of the few where the rideshare premium tier and the traditional black car are regulated identically. The difference is the model: the app dispatches at request time from whoever is nearby; the base assigns the night before. The practical consequences are set out in chauffeur services compared.

Business travel in New York

New York's corporate ground transport is dominated by the financial sector's early-morning and late-night car programmes, the law firms' client shuttles, and the roadshow circuit that runs bankers and executives between Midtown, the Financial District and the airports in tightly timed sequences. A corporate account gives a travel desk consolidated billing, cost-centre coding and traveller profiles; the executive car service page sets out the product. For the roadshow, a chauffeur assigned for the day who knows the loading docks of every tower on Park Avenue is worth more than any vehicle upgrade.

Events, weddings and the suburbs

New York's event calendar - Fashion Week, the UN General Assembly week in September (when the East Side closes to traffic and every black car in the city is committed), the marathon, the US Open, the big Javits Center shows - produces the same squeeze as Atlanta's conventions, and the same advice: book the moment the trip is confirmed, through the event transportation page. Weddings run from Manhattan's hotels and lofts to the estates of Long Island, the Hudson Valley and New Jersey; the wedding limo service page has the packages. Transfers to the Hamptons (two to three hours in summer traffic), Westchester, Greenwich and Princeton are priced by distance.

Private aviation

Teterboro, in New Jersey, is the private-jet airport for Manhattan, with Westchester County and Republic (Long Island) behind it. Ramp-side pickup at the FBO is standard, and the drive from Teterboro to Midtown is 25-45 minutes via the Lincoln Tunnel. The private jet and FBO transfers page covers the process.

Booking

In the booker, enter the airport and flight number or the address, the destination, passengers and bags, and the vehicle. The fare shows, fixed, including tolls and gratuity. The chauffeur's details arrive by text on the morning of travel. The other cities in the region - Boston, Philadelphia, Washington - are on the destinations page, and every airport is on the airports page.

Departures, and the airport you fly from

Outbound, the pickup time is built backwards from the flight using live traffic to the airport, the terminal, and the security queue; the TSA publishes checkpoint estimates for all three airports and the queues at JFK Terminal 4 and Newark Terminal C in the evening bank are among the longest in the country. From Midtown, allow ninety minutes to JFK in the afternoon peak, an hour to LaGuardia, and seventy-five minutes to Newark; the chauffeur proposes the pickup and the booker shows it. At JFK the chauffeur drops at the correct terminal door for the airline, which on the loop road matters; at Newark, the correct terminal and level.

The Manhattan hotels, by district

Where you stay shapes the transfer. Midtown East (the Grand Central corridor, Park and Lexington) is the corporate district and the easiest reach from LaGuardia via the Queens-Midtown Tunnel. Midtown West and Times Square hold the largest hotels and the theatre district; from Newark via the Lincoln Tunnel it is the shortest of the three transfers. The Upper East Side - the Carlyle, the Mark, the Pierre - is fifteen minutes further from anywhere and worth it. Downtown and the Financial District is the banks and the Holland Tunnel; from JFK via the Belt Parkway and the Brooklyn-Battery Tunnel it is often quicker than Midtown. SoHo, Tribeca and the Meatpacking District sit between, with narrow streets and hotels whose forecourts are on side streets that a chauffeur knows and an app driver does not. Brooklyn - Williamsburg and Dumbo especially - is a short hop from JFK and LaGuardia and a long one from Newark.

Cruise passengers

New York's cruise terminals - the Manhattan Cruise Terminal on the West Side at 55th Street, and the Brooklyn Cruise Terminal at Red Hook - are served by transfers from all three airports and from Manhattan hotels; the cruise port transfers page covers the timing, and the CLIA embarkation guidance is the reference for how early to arrive. Cape Liberty in Bayonne, New Jersey, is the third terminal and is closest to Newark.

Weather and the winter

New York's winter is milder than Chicago's and its airports are more exposed to it; nor'easters close JFK and Newark for hours and the diversions go to Boston, Philadelphia or Washington. A chauffeur tracking the flight is re-routed while the passenger is airborne; the fare does not change. Summer thunderstorms do the same on a smaller scale, and the late-afternoon bank at JFK in July is the worst time of year for delays. The how airport transfers work article explains how dispatch handles it.

Hourly hire in Manhattan, worked through

A visiting executive with a 9 am at a bank on Park Avenue, an 11 am at a law firm in Hudson Yards, lunch in Tribeca and a 3 pm at a fund on Fifth is better served by a chauffeur on hourly hire than by four transfers: about six hours at US$140-260 per hour against four minimum-fare rides that would not be far short of the same total and would leave the bags in a hotel. The chauffeur waits at the door at each stop, knows the loading bay on 34th Street that the Hudson Yards towers use, and gets the passenger to the airport at the end with the day's papers still on the seat. A corporate account sets the chauffeur's preferences for the passenger once and applies them every visit; the executive car service page sets out the product, and the hourly chauffeur service page the clock. For the visitor with a single meeting and a free afternoon, the transfer in, a walk, and the transfer out remains the cheaper day.
